EASTCONN’s New HR Director Brings Fresh Perspectives to Role

Melanie Marcaccio, who has more than 37 years of experience in the Human Resources field, is EASTCONN’s new Human Resources Director. Steve Wapen retired last fall. 

“Melanie’s breadth of knowledge and experience are great assets in creating efficient internal procedures and practices in our Human Resources division,” said EASTCONN Executive Director Gary Mala. “The school districts and communities we serve will find her to be a great partner and a tremendous resource when it comes to managing personnel matters.”

Marcaccio comes to EASTCONN after serving as the Executive Director of Human Resources and as Deputy Personnel Administrator for the State of Rhode Island. Her professional experience spans all aspects of human resources management. Until recently, she oversaw the HR needs of nearly 14,000 Rhode Island employees. 

“I came to EASTCONN because I was intrigued by the work they did,” said Marcaccio. “When I met with the Executive Director and members of the Leadership Team, I was even more impressed by everyone’s commitment to their work and the mission of the organization.”

Since starting with EASTCONN last fall, Marcaccio has introduced new processes to streamline HR services and information, including the development of updated supervisor trainings and a position control process for personnel requests. 

“I’m very much a systems person,” she said. “Having [personnel information] at your fingertips and streamlining processes makes everyone’s work more efficient, easier and accurate, which frees them up to do more creative, value-added work.” 

Marcaccio said one of her most important roles at EASTCONN will be to support the day-to-day work needs of managers and employees, in order to enhance their success.

Marcaccio hopes to use her extensive experience in systems administration, management, and performance management training to expand the HR services EASTCONN offers to districts, towns and the Quiet Corner’s agencies and organizations.

“EASTCONN-region municipalities and school districts are also welcome to call our office for general HR-related questions,” said Marcaccio. “We are happy to act as a sounding board for those dealing with personnel-related issues.”

EASTCONN’s HR department currently supports school districts with shared staffing services, which helps districts fill in-demand paraprofessional and support-personnel positions. EASTCONN’s HR division continues to provide fingerprinting services and recruitment assistance.

Melanie earned her bachelor’s from the University of Rhode Island and attended Providence College’s master’s program in Business Administration – Personnel Administration and Labor Relations. She is a graduate of Leadership RI and Incident Command System Training for Emergency Response.
